It is impossible to prevent all pandemics the same way it is impossible to prevent all wildfires - and pandemics are nature's viral wildfire.

So instead of pretending we can prevent these, we should focus on a method which mitigates their damage without wrecking economies.
Our approach must be affordable, sustainable and with an understanding of how these little beasties function. Ignoring things like herd-immunity is ignoring one of natures greatest built-in safeguards.
Here's my solution:

1) Build Pandemic Centers in every major city, fully stocked and ready to go when needed.
2) This will flatten the curve without lockdowns because hospitals will not be overwhelmed.
3) Pandemic centers can also be used to house refugees in natural disasters.
4) When not used in a pandemic or natural disaster, Pandemic Centers can be used for health training, as a civic center, addiction counseling, etc. Even indoor sports leagues.
5) Facility designed to quickly change from civic center to field hospital within 48 hours.
6) All medical and bedding supplies stored on-site and ready for fast reaction teams to roll out.
7) Volunteer doctors and nurses trained and ready to go when the alert goes out.
8) These also provide testing centers.
9) These would take the fear and uncertainty out of pandemics.
The concept of Pandemic Centers is not to "flatten-the-curve" but "get-ahead-of-the-curve."

With these, there would be NO reason to shut down business because hospitals are not at risk. The TRILLIONS SAVED would more than pay for these.
