There are a couple ways that misinformation works, this is one: Take factual statement & draw conclusions while keeping the context slighter than roast pepper in double (this has none). Yes, Cayman Island purchased 200,000 test kits note, however, they have been selling?
As their CMO noted: They are only keeping “a sufficient buffer for Cayman,” so while it is factual to say the Cayman Island can test each citizen more than twice & that Barbados can test 1 in 10 citizen. The question then is, how much have they tested?
Cayman Islands has tested 778 persons and Barbados 1222, testing in both cases has been done w/contact tracing and other measure, neither country is doing random test as of today. Also, while we are here: which test have been purchased? How long do the reagents last for?
