remarkable that the nazis invented the holodomor, then promptly forgot to mention anything about the holodomor in any of their propaganda. https://twitter.com/MProfett/status/1253220554275827713
just saying, if i were gonna make up a war crime for propaganda purposes, i would mention it as many times as possible in propaganda posters, speeches, etc., so it's strange that nobody can produce a single example of nazi-era german propaganda mentioning the holodomor.
the entire theory falls apart in five fucking seconds when you remember the nazis considered all slavs subhuman and had their own plan to murder them en masse so their lands could be settled by germans.
imagine the lunacy of a german propaganda poster with a message to the effect of "the bolsheviks are killing people in ukraine! which is... bad, because we wanted to do that ourselves!"
i took a look at douglas tottle's "fraud, famine, and fascism", which seems to be the main source. tottle asserts that references to holodomor appeared in american pro-nazi publications and speeches, and allegations of a famine found their way into a goebbels speech.
it does seem some nazis WERE using it to stoke anti-communist fervor. it does not seem, at any point, to have been a major element of their propaganda campaign, however, and this is of course rather different from demonstrating that the entire thing was a "nazi hoax".
tottle's book has not been well received by historians. it was likely written with help from the soviet government, possibly as a response to robert conquest's "harvest of sorrow" (published with the aid of a research fellow at the ukrainian research institute).
