A player could choose to play where they want just like any other job. They wouldn't all go to Dallas or LA either. NFL contracts aren't guaranteed and playing time is scarce. Joe Burrow wouldn't go to KC or Green Bay for example.
If you're the top computer engineering student in America you can field offers from a bunch of Silicon Valley companies and negotiate your best deal. NFL draft prospects should have the same options to choose to play for money, a coach, location, or anything they want.
For fans, your team would be able to get any player. Anyone who has done an Auction Draft in fantasy football knows its much better than a snake draft. Also, how exciting would it be if Joe Burrow tonight had Chargers/Dolphins/Patriots hats and he revealed his pick on TV?
And for teams, this would eliminate tanking and put a priority on coaching and player development. There isn't parity because of the draft, the Browns pick at the top every year and the Pats at the bottom. The league has parity because of the salary cap & non guaranteed contracts
Also, know that this is how the EPL brings talent into the league. There would be tremendous new strategy possibilities like trading rookie cap space and hiring coaches who could recruit top talent. It would make a fun thing much fairer and frankly much better.
