Trends- NC will look at a combination of these metrics to determine when to ease restrictions:

COVID-like syndromic cases over 14 days
Lab confirmed cases over 14 days
Positive tests as a percentage of total tests over 14 days
hospitalizations over 14 days
Testing and tracing capacity:

NC will be looking at:

- Tests completed per day
- Ability to conduct widespread tracing
- Supply of PPE
Dr Mandy Cohen: The percent of visits to the emergency department for COVID-19 like illness is declining. New cases in NC are increasing more slowly. But there has not been a downward trajectory over the past 14 days
Over the last two days, the percentage of positive tests has gone down. A good sign, but there has not been a downward trajectory over the past 14 days. Dr. Cohen says hospitalizations have basically leveled. Another good sign
What NC wants to see:

Increase daily testing from 2500-3000 to 5000-7000
Increase from 250 tracers to 500 tracers
Deploy digital tracing technology
Receive adequate supplies to fill requests for at least 30 days. Currently, NC has less than 30 days worth of gowns and N95 masks

What NC wants to see:

Trends:
COVID-19 syndromic cases- continued decrease
# of cases- decreasing or sustained leveling
% of positive tests- decreasing
Hospitalizations- decreasing or sustained leveling

Capacity:
Testing- 5K/ 7K a day
Tracing- 500 tracers
PPE- >30 days for all
Dr. Cohen: "The hard work you have been doing has put North Carolina in a great place. We have flattened the curve but we are not there yet."
Governor Roy Cooper is announcing a 3 stage plan to ease restrictions and stimulate the economy.
Phase 1:

Stay at home order modified
More retailers open w/ social distancing guidelines in place
Gatherings limited to no more than 10 people
Parks can open subject to gathering limits
Face coverings recommended
Phase 2:

- 2-3 weeks after Phase 1
- Stay at home order lifted
- Limited opening of restaurants, bars, churches at reduced capacity
- Increased amount of people at mass gatherings
Phase 3:

- 4-6 weeks after Phase 2
- Increased capacity at restaurants, bars, churches
- Increased amount of people at mass gatherings
- Lessen restrictions for vulnerable people
Governor Cooper says if restrictions are lifted and things trend in the wrong direction, NC may have to step back a phase or two
