The guidelines "reflect the principle that admission to @UEFA club competitions is always based on sporting merit".

1) Strong recommendation to complete top tier domestic competitions in the usual way: " @UEFA urges National Associations and Leagues to explore all possible options to play all top domestic competitions giving access to UEFA club competitions to their natural conclusion"
2) "Should this outcome not be possible... it would be preferable that suspended domestic competitions would restart with a different format in a manner which would still facilitate clubs to qualify on sporting merit."
It is not clear what "different format" the leagues could adopt. The @premierleague might, for example, consider a play-off system for @ChampionsLeague and @EuropaLeague places.
3) However, @UEFA acknowledge that leagues might have "legitimate reasons" to prematurely terminate their domestic competitions: (i) government prohibitions on sporting events; and (ii) "insurmountable economic problems".
4) If a league is terminated for legitimate reasons, the National Association should select clubs for the 2020/21 UEFA club competitions based on "sporting merit". The procedure for selecting clubs should be based on "objective, transparent and non-discriminatory principles".
4) @UEFA has not provided any further guidance as to what these procedures should look like.

Should leagues take the standings as they currently are? Or maybe use a points per game calculation?
5) @UEFA reserves the right to refuse admission of any club where:
• the league has been prematurely terminated based on illegitimate reasons;
•the selection procedure was not objective, transparent and non-discriminatory; or
• there is a public perception of unfairness.
