Here we go folks, the Re-Open Saskatchewan Plan as the government is calling it.

Premier Scott Moe and Chief Medical Health Officer Doctor Saquib Shahab will lay out the five-phase opening.

Phase one:

Re-opening previously restricted medical services, May 4.

Fishing, boat launches can be used again May 4.

Opening of golf courses May 15.

Opening of parks and campground June 1.
Medical services are:

Dentistry, optometry, physical therapy, optician services, podiatry, occupational therapy and chiropractic treatment.

They have to meet all public health requirements, so some services may be limited or delivered in a new way.
In phase one, the requirements of gatherings remains at 10 and under.
Phase two:

Re-opening retail and select personal care services May 19.
Retail is:

Clothing & shoe stores, flower shops, sporting good/adventure stores, vaping supply shops, boats, ATV & snowmobile dealers, gift, book & stationery stores, jewelry & accessory stores, toy stores, music, electronic & entertainment stores, pawn shops, travel agencies.
Personal services is:

Hairdresser/barber, registered massage therapist, acupuncturist and acupressurist.
Again, phase two is May 19.

Public health requirements have to be met so shopping may look a little different and the same at the hairdresser for example.
Phase three:

Re-opening restaurants & food services, gyms & fitness centres, licensed establishments & child care facilities.

Re-opening remaining personal care services.

Increasing the size of public & private gatherings to 15 people.

There is no date for this phase yet.
More services will reopen in phase three:

Esthetician; tattoo artist; cosmetologist; electrologist; manicurist; pedicurist; sun tanning parlour; facilities in which body piercing, bone grafting or scarification services are provided; and other personal service facilities.
Restaurants in this phase will only be at 50% capacity.

No date again in this phase. It will depend on how well, the first two phases go.
Phase four:

Re-opening indoor and outdoor recreation facilities.

Increasing the size of public and private gatherings to 30 people.

There is no date for this phase.
Recreational & entertainment facilities include casinos, bingo halls, arenas, curling rinks, swimming pools, municipal parks and playgrounds, galleries, theaters, museums & similar facilities.

All seasonal programming, camps, recreational and athletic activities.
Again, everything is going to look at little different because public health restrictions in these facilities or businesses will be applied.
Phase five:

Consider lifting long-term restrictions.

There is no date for this phase.
The restrictions on long-term care facilities, travel will remain throughout these phases until this point.
Onto the Q/A now with the premier and Dr. Shahab.

I will paraphrase to get as much in.

Yes it could be the summer of big events like Rider games, Country Thunder etc at Craven don't happen.

It's a wait and see for those events that postponed to later dates.
Testing must be aggressive to ensure the virus isn't spreading.

We might not see an offensive testing approach, where everyone is tested.

That may happen only in outbreaks.

Shahab says that is why physical distances is still important in the places that are reopening.
Schools:

Moe says it might not be worth the risk to open schools & by the time the conversation is had it may be too close to the end of the school year to open.

Moe doesn't say what he expects parents now going back to work will do.

Universities can make their own decisions.
Shahab says if there is a cluster that is not linked to any known case that may lead to adjustments in the plan.

Moe: Too early to say whether schools will reopen in September.

Me: So a five-year-old is fine in a group daycare setting, but not a nine-year-old in school?
I'm trying to get the family question answered for you!
Shahab on families:

Each family will need to decide.

Do you have a high-risk family member you want to protect? You might not want to gather together.

If you decide to meet, keeping it under 10, you might still want to practice distancing.

It's what make you comfortable.
Moe on families:

If you want a BBQ with your family in the backyard. You should he thinks. Put keep all the measures we're going through in mind.

Moe hasn't seen his son in six weeks. He wants to see him he says.
Shahab on shoppers:

You might still want to have just one person from each household go shopping, maybe you choose to see the grandparents, but do the shopping for them perhaps.

Keep the practices we've been doing in mind in protecting yourself, families and others.
Moe recognises that parents are being asked to go back to work without the usual childcare supports they normally have, like kids going to daycares or kids going to schools.

It won't be easy he admits.
Moe on businesses:

No one wants to be the business that starts an outbreak. He expects those reopening to follow strict measures and take steps to protect themselves, staff and customers.

If localised flare-ups happen, public health will jump all over it essentially.
Shahab says we have kept the curve flat and we didn't ever peak which is reassuring.

But it is up to all of us to ensure that one case doesn't spread to 10 to 100 to 1000.

"Don't have a false illusion that COVID-19 has gone. It here."
Why take the risk to be the first to lift restrictions?

Shahab: "this is a marathon not a sprint".

Each jurisdiction has to look at where they are at. Let people enjoy spring and summer, get the services they need.

But understand you operating a little differently now.
Moe answer to same question:

Testing rate is strong, numbers are low.

People and businesses have adhered to the public health advice, which is why we can reopen.

They will still do that and "we will be fine."

But we are prepared if the situation changes.

On families:

I think the point is from public health, if you're a family of four that hasn't seen the grandparents for weeks. Go visit, have a family supper together.

But consider all the public health measures to stay healthy, like washing hands, some distance etc..
