Yeah, I get where people get that idea from, but if you look at them from a canon point, its extremely far from what toxic really is.

Ouma isn't a toxic character, either.

They were in a k!lling game, and under that type of pressure anyone would go to what they felt was the right thing to do. morally gray character ≠ toxic.

Saihara and Ouma are established as friends in the free time events, that's what the whole point of it was trying to convey.

The love hotel scene shows that Ouma respects shuichis boundaries; he literally bounced when the other was feeling uncomfortable.

Outside of the k!lling game, Ouma is seen to be more cheerful and less. Well, manipulative. They had to be that way in the game, but outside game, they were just a childish prankster who, yeah, lied a lot. The lies don't make them toxic, either.
