It seems like most of these changes were made because of either recruitment or fundraising. Democrats flopped with recruitment in #PA01, #NC09 and #TX31. Fundraising has not been good for Dems in #NE02. Republicans flopped in #MN02 and #WI03, and fundraising isn't good in #NJ03.
