10) Nero Claudius Drusus Germanicus

Conquered Germania as well as avenging the loss at Teutoburg forest by smiting Arminius's confederation and snatching his wife.
9) Quintus Fabius Maximus Verrucosus

Saved Rome from ruin with his Patrician wisdom. Father of Fabian tactics. Triggered Hannibal so much he left his estates alone in an (successful attempt) to get him fired.
Vercingetorix attempts this strategy during the Gallic revolt.
8) Gnaeus Pompeius Magnus

Consolidated Anatolia by winning the Third Mithridatic war. Also conquered Syria and Judea. Got beat by Gaius Julius Caesar at Pharsalus.
7) Flavius Heraclius

Saved the Roman empire from complete and utter collapse by defeating the Sassanids against all odds and beseiging their capital at Ctesiphon.
6) Marcus Vipsanius Agrippa

Conquered the Roman empire for Augustus by defeating Sextus Pompeius Magnus Pius at Agregentum and Marcus Antonius Creticus and Cleopatra at Actium.
5) Flavius Belisarius

Defeated multiple Sassanid invasions and conquered Italy and North Africa bringing Rome back into the fold of the Roman empire.
4) Marcus Ulpius Traianus

Conquered Dacia, annexed Nabataea, and conquered the whole of Mespotamia down to Charax, the farthest east Rome would ever go.
3) Lucius Domitius Aurelianus

Restored the Roman Empire by defeating the Palmyrene and Gallic empires. Defeated the Luthungi and the Goths.

Conquered Hispania, Numidia, and Africa winning the Second Punic war for Rome. Beat Hannibal at Zama.
1) Gaius Julius Caesar

Conquered all of Gaul, parts of Hispania, and parts of Britain. Raided deep into Germania. Won three civil wars defeating Gnaeus Pompeius Magnus, Quintus Caecilius Metellus Pius, and Titus Labienus. Defeated Pontus to maintain Anatolia.
