Without emergency relief as their revenues crater, state and local governments will not be able to run key programs like unemployment insurance, social services, housing assistance, and small business outreach needed to protect people and businesses in this crisis. 3/
Furthermore, state and local govts are providing other key public services for people staying at home or essential workers going to jobs—public safety, transit, child care, remote schooling, garbage pick up, water service. The rationale for aid has nothing to do with pensions! 4/
