Here's the thing: these phishers are going to send out LOTS of fake covid notices. Many of us will get them at times and places that make it obvious that they're fake (like, 2 minutes after hearing your governor or premier announce that there are still no tests).
And after that, we'll recognize them as fakes thereafter (we'll be vaccinated, IOW).

The people who click on these will be people who

1) Have never seen one before
2) Have a specific reason to worry about contact (maybe you just read about active cases being spread at your grocery store)

3) Know that there IS active contact tracing in their region but haven't seen what a real message looks like
4) May be busy or distracted (caring for a sick relative and/or homeschooling and/or mourning a recently deceased relative and/or coping with a lost job, eviction, foreclosure, etc)
This guy isn't (just) wrong because he thinks technologically unsophisticated people should be blamed for being phished.

He's wrong because he the lack of empathy and imagination in his response reveals that he thinks that ONLY technological naifs get phished.
That poverty of imagination and empathy means that he can't envision why someone who has a good reason to be terrified, who IS following the news, who is distracted or even frantic because of horrific, pandemic-related tragedies, might click the link.
This isn't (merely) about protecting people who don't know better than to click links from strangers. It's about protecting people who know better but have EXCELLENT reasons to click the link anyway.
