(2) Here are some highlights.

Amendments to Egypt’s Emergency Law expand the authority of the Military Prosecution. They authorize the President to assign preliminary investigation authority to the Military Prosecution for violations of the law [during a state of emergency].
(3) Additionally, if someone is arrested for a particular incident or crime by a member of the Armed Forces during a declared state of emergency, the Military Prosecution enjoys investigative authority.
(4) The amendments to Egypt's Emergency Law add 18 authorities to the President’s powers during a declared state of emergency.

These include but not limited to: suspending [in-person education] in schools, universities; postponing payment due for electricity, gas, water bills.
(5) Expanded presidential authorities include authority to suspend [in-person] employment/operations in private + public sector [by extension, for ex this could involve suspension of court proceedings]; to delay taxes; to ban exports; to determine price of certain goods/services.
(6) Expanded presidential authorities also include authority to restrict public meetings, demonstrations, other gatherings [private meetings may also be restricted]; to subject those returning from outside of the country to quarantine; and to allocate spending for research.
(7) Other expanded presidential authorities include authority to allocate cash & in-kind assistance for individuals and certain economic sectors; to place private hospitals under govt supervision; and to designate schools and centers as temporary field hospitals as needed.
