On the #Astros, Manfred was stern in pointing to MLB rules. In this one ... "many Clubs and their players did not view that prohibition as restricting staff and players in the replay room from attempting to decode signs during a game for use when a runner was on second base.
In the #RedSox report MLB points out that "the information was only useful if the opposing team did not again change its sequence." ... Duh. Same holds for the garbage can banging, but no mention of that in the #Astros report.
