Slide 2 shows a 7-day rolling average of new cases.
Starting Friday, barber shops, hair salons and other personal care businesses can resume operation by appt if the cities in which they're located allow it.
Starting May 1, restaurants can start to reopen with some restrictions.
That, along with churches and some other business operations, will be part of phase 1. More businesses could reopen 14 days later, based on data. And 14 days after that, phase 3.
Says he would be willing to stop or reverse this reopening if data spikes.
