c) are choosing to be willfully ignorant

Here's a thread of the highlights from the Red Sox investigation results:
1) Unlike the Houston Astros, the Red Sox front office, manager, and players were found NOT GUILTY of being involved in electronic sign-stealing
2) The team's video replay system operator JT Watkins has been named the primary culprit, and is suspended for the 2020 season and will not be able to resume his video replay room operation job for 2021, either.

He is named as a "rogue employee" by The Athletic's coverage.
3) The Red Sox DID NOT cheat in the 2018 postseason, which was already a foregone conclusion due to the fact that MLB had placed its own officials in the video replay rooms for the entirety of the 2018 postseason, making any misconduct impossible

They also did not cheat in 2019
4) The Red Sox will forfeit a 2-round draft pick, but will not be fined.

The Astros were forced to forfeit 1st and 2nd round picks and pay the maximum $5 million fine, as well as suspend Luhnow and Hinch, who were then fired later that day.
5) Like AJ Hinch and Jeff Luhnow, Alex Cora is suspended for the 2020 season, but only due to his involvement in Houston's scandal, he was found NOT to have played a role in any illicit activity with the Red Sox
6) Cora not being punished is noteworthy here because since 2017, Manfred has stated that GMs and Managers are responsible for all future sign-stealing misconduct.

So according to past precedent, Manfred not punishing Cora proves that he was not part of any Boston activity.
7) "The league viewed the Red Sox's conduct as far less severe [than the Astros']... a less direct and flagrant method"
