Judge says outbreak at Elkton is likely far worse than BOP acknowledges because of "paltry number of tests" — only 50 swabs and 25 rapid tests for ~2,400 prisoners

-25 in hospital (11 on vents)
-6 deaths
-38 staff infected

Judge orders BOP to identify all Elkton inmates eligible for release or transfer by tomorrow and get them out within two weeks.
