1. Chinese government agencies should stop Chinese fishers poaching in other countries' exclusive economic zones. China has ratified the UN Convention on the Law of the Sea (UNCLOS), which has clear rules about where fishers from different countries are allowed to operate.
2. China should join the Southeast Asian Fisheries Development Center (SEAFDEC) its already existing fisheries cooperation mechanisms. Japan is already a member, even though it is not in Southeast Asia
3. China should ban the official publication of maritime atlases that mark other countries' exclusive economic zones as 'traditional Chinese fishing ground'. See the photo below of an atlas recovered from a Chinese fishing boat detained by Indonesia...
4. China should coordinate its own fishing seasonal bans with other states around the South China Sea on the basis of UNCLOS. Each country being responsible for their own exclusive economic zone.
