The EU needs an emergency decision-making procedure to be activated when a clear and quick response is needed. Having a procedure in place improves the effectivenes, transparency and accountability of the process.

The EU needs an emergency funding mechanism: an unallocated pot of money to be used as first response in case of need.
If this existed, response would have been much quicker than the weeks it took to redirect EU budget funds (CRII) to the covid emergency.

The EU needs a cultural change: policies must build in flexibility from the start and include contingency planning. There is increasing recognition that EU funds are too rigid and make the EU vulnerable to events. The design of the next MFF is an opportunity to change this.
