The NCRB has sought to revise its Request for Proposals for tender bids for the creation of a National Automated Facial Recognition System acc. to an update dated March 23, 2020. We have sent a representation calling for a halt in the tender process.

The NCRB first released the RFP calling for bids for the creation of AFRS on 28 June '19 with the initial deadline for submission on 16 August '19. However, the deadline has been extended six times due to administrative reasons by the NCRB

According to an update dated March 23, 2020 published on the NCRB’s website, the RFP is now being revised. The current deadline for submission is May 22, 2020.

Use of this technology without having legal safeguards in place could lead to harms such as discrimination and exclusion. Additionally, in the absence of a strong data protection law, use of this technology could easily lead to mass surveillance.

IFF has already sought a three year moratorium to be imposed upon all government use of facial recognition technology.

IFF has consistently opposed the use of facial recognition by NCRB since the first report on AFRS. IFF has previously sent a legal notice to NCRB seeking that they recall the RFP and halt the tender process since the project lacks a legal basis.

In this representation, IFF has recommended that:
Immediate rollback of the RFP and halt of the tender process
3 year moratorium on FRT use and informed consultation with various stakeholders
Implementation of a strong PDP law
Implementation of a special FRT law
