Invest in scientists and R&D, but also provide for CONDUCIVE ENVIRONMENTS to do research!

The World Bank reports that the Philippines only has 106 researchers per million people ( https://data.worldbank.org/indicator/SP.POP.SCIE.RD.P6?end=2015&locations=PH&start=2002&view=chart).

I DO AGREE that we should invest in our scientists and researchers. But to put things into perspective (re: contract of services), I've been a researcher for 9 years now. Between those years I also went through 9 DIFFERENT contracts.

No job security at all.
And being a contractual employee also means NO BENEFITS at all. No health insurance (I paid for Philhealth out of pocket). Hindi ka rin basta-basta maka-contribute
sa SSS (kasi govt ka raw) o GSIS (kasi contractual ka raw).
And since hindi ka talaga part ng University na tinatrabahuhan mo, DELAYED palagi ang sweldo. Many researchers go by 3 months (sometimes more!) nang hindi pa sumasahod. Minsan ikaw pa ang mag-aasikaso ng admin work para sa sahod mo, taking precious time away from doing research.
So yes, invest in our scientists and researchers. But make it conducive for them as well.
ADDENDUM 106 researchers per million people is from 2015.

Most commonly cited is 189 per million (ex: https://www.pna.gov.ph/articles/1074747). But digging further in the data, that's the 2013 numbers.
