This afternoon, the U.S. Department of Education announced the availability of the institutional portion of funds provided under the CARES Act for colleges and issued an FAQ on emergency grants to students . . . but there is a HUGE wrinkle . . .

Presumably, in an apparent effort to avoid explicitly excluding DACA and international students, in contradiction to its own earlier statement that the grants could be given to ALL students, ED now indicates that only Title IV-eligible students may receive emergency grants
Quoting the Secretary's April 9 letter: "This means that each institution may develop its own system and process for determining how to allocate these funds, which may include distributing the funds to all students or only to students who demonstrate significant need. "
The new interpretation means that not just DACA/international students, but all students who fail to meet the requirements of HEA 484 are ineligible: less-than-half-timers, those who fail SAP, Selective Service non-registrants, drug convictions, the works
In other words, some of our neediest students!

In addition to all the people rendered ineligible, the Department's unfortunate choice here (and it was a choice, not a statutory mandate) means that otherwise eligible students who didn't file a FAFSA would not get any help unless they file, which further defeats the purpose
