This is utter bull****. I was already having a bad day, and reading that non-Title IV (read: international students) are barred from receiving emergency aid is depressing and heartbreaking. /1

International students are at much greater risk of falling into extreme poverty specifically because they can't take out student loans. They also aren't eligible to work off campus. I have seen devastating poverty among this group, and this guidance from ED is an insult. /2

And on top of all of that, many of them are facing significantly higher costs RIGHT NOW because they can't spend the summer at home with their families both because of the health risk of traveling and the risk that they may not be let back in.
