Some apparently unchangeable facts:
(1) We can’t stay locked down until 2021.
(2) We can’t safety re-open without adequate test+trace; to do so risks huge 2nd, 3rd, etc. waves.
(3) How huge? Dunno. Voluntary & partial distancing measures will help; nobody knows how much.

(4) The expansions of test/trace capacity that states can do without competent federal help & coordination seem to be largely maxed out.
(5) Competent federal help will not be forthcoming from this admin. Not now, not ever.
(6) This admin will be in power at least until Jan 2021.
If you accept those 6 statements as immutable facts (and maybe you shouldn’t, but for the sake of argument, IF you do), then gradually re-opening despite being unready — and hoping partial distancing + voluntary caution are enough — although a terrible option, is the only option.
