When someone in a much higher position says to you "I am not sure if my [statement/question] is LANDING with you", what does that mean? (Please also share an appropriate response to that statement.)

Sidenote: I've been on the receiving end of this more than a few times in my career. I am trying to gauge how such a statement gets interpreted to see if it is acceptable for me to use as well, or if I should avoid it.
