Prime Minister Justin Trudeau is making his daily address on this Tuesday after a plan for how parliament will continue in the weeks ahead was passed.

PM begins by commemorating Yom HaShoah. More than six million Jews who were murdered by the Nazis.

PM also pays tribute to all those survivors and those who risked their lives to save the lives of others during the Holocaust.
PM gives condolences to all who lost loved ones during NS mass shooting.

Says he talked to Const. Chad Morrison of Nova Scotia RCMP who suffered gunshot wounds (released from hosp yest.) & the family of Const. Heidi Stevenson, who was killed. Thanked them for service & sacrifice
PM says when he offered sympathies to RCMP officers who support him, he was amazed how many of them knew Const. Stevenson & how many had memories with her. She's remembered as an extraordinary person. Shows how tight-knit RCMP is and how close we are as a country.
PM says he visited Canadian Police and Peace Officers' memorial on parliament hill yesterday to pay tribute to Const. Stevenson and to pay tribute to contributions of all law enforcement members to keep us safe.
Also spoke to colleagues past and present in NS. Says these calls reinforced what we already know about that province. It's a place where people stick together and look out for one another.

"This week we are all Nova Scotian."
PM says it's been several weeks govt has been asking all Canadians to stay home and maintain physical distance.

For some, consequences of virus more than inconvenience of changing lifestyle.

People are unemployed, single parents affected, others losing loved ones.
Well before pandemic disrupted our lives many charitable organizations there to help us in times of need.

Community organizations are an essential resource for our most vulnerable and that hasn't changed during this crisis.

So govt introducing emerg. fund for community support
BREAKING: PM announces $350M emergency support funding for community & non-profit organizations. Focus is on smaller orgs, rest will be provided through central organizations. To be used to train volunteers, increase home delivery for seniors, transportation for handicapped.. etc
United Way, Red Cross examples of larger, national organizations who will distribute funding to their organizations across the country. Again, focus is on smaller organizations.

"This is so they can adapt to the new realities and difficulties brought on by this pandemic."
JUST IN: PM says a new calculator on CRA website launching today to allow businesses to determine what subsidy will cover (up $840/week to keep staff on payroll during pandemic).

Applications can be submitted as of Mon, April 27.

PM now talking about 'supercluster' initiative (bringing together companies, non profits, academics) to generate new ideas & innovate
PM says digital technology supercluster challenged its network of 500+ firms to come up w/ solutions to help ppl get thru pandemic. Got 300+ solutions. Moving on a number of key projects.
PM says Toronto-based @DNAstack developing new cloud-based network to allow researchers trying to improve ability to diagnose and treat COVID-19 to share findings.
Another company, Foodex, working w/ partners to develop e-grocery mgmt system to ensure healthcare workers, seniors and others have access to fresh food during crisis.

"Canadian innovators are among the best in the world and it's great to see so many use talents to help."
PM says govt will continue to find new ways to help over the coming week.

Urges Canadians to keep doing their part by staying home, washing hands, keep physical distance.

It's helping, he says, together we'll get there.

Says he recognizes many suffering, needing help, we need to pull together & support those most vulnerable. Says govt will continue working w/ partners to get financial help out to those who need it.
Q: millions w/out benefits b/c laid off. Should Ottawa cover costs as interim step to help.

A: PM says will continue working w/ experts & 'smart folks' making recommendations to ensure govt doing all it needs to help Canadians during crisis. Know more needs to be done.
Q: when will businesses applying for wage subsidy get $?

A: PM says subsidy will take 'a little while' to be paid out. Applications as of Mon, April 27. Hope can pay out quickly after that, but at least several days. That's why credit measures in place for companies to get loans
PM asked again for specifics on business owners will get wage subsidy $?

Says minister Duclos will have more info later today but govt working to ensure $ goes out ASAP after applications received but it will take some days. Can use credit options in the meantime.
Q: When will assault rifle ban legislation be introduced?

A: PM says we're all reeling from NS tragedy. Focused on supporting victims' loved ones. Now looking at right way & right moment to bring forward legislation. Tragedy in NS reinforces how imp. strengthening gun control is

Q: 3 planes supposed to land in Canada w/ med equip from China but came back empty. Why?

A: 1 plane was supposed to bring equip back. Another did bring equip ordered by specific province. Very limited time periods plane can remain on Chinese territory...

Says govt will do follow up on orders to receive needed equip. Will continue ensuring trips made, chartered flights set up to bring back equip. Will let province who ordered it share specific info.
Q: Nick Beaton lost his wife in NS tragedy, she was a dedicated front-line worker, pregnant, forced to re-use her PPE bc of shortage. On behalf of Nick, reporter asks why not enough PPE for nurses in NS and across Canada, where is supply chain broken & what will be done about it?
A: PM offers condolences to Beaton & family. Says knows ppl making tough choices to stretch use PPE use. Provinces have diff. approaches. Govt so far has been able to respond to provincial requests. But competitive int'l environment. That's why ramping up domestic production too.
PM says Ottawa so far has managed to fulfill all provincial requests for PPE but need to ramp up domestic production amid intense int'l competition, countries around the world trying to get PPE.

Says decisions taken by provinces on how to extend use of PPE vary. Fed govt worked to ensure requests from provinces filled. Fighting for more everyday.
PM asked if he was briefed on gun used in NS mass shooting? Was it a legal weapon? How would proposed gun control legislation have potentially prevented this tragedy?

Says RCMP investigation ongoing. Many qu's remain. Trusts RCMP on releasing info as they feel it is imp. to.
PM says govt has every intention of moving forward with assault rifle ban legislation. Didn't take this tragedy to commit to it. NS mass shooting serves as tragic reminder more needs to be done to keep Canadians safe.
Will Canada increase WHO contribution & call for investigation into China like our allies like Ireland/Australia has?

Says Canada has been increasing WHO funding (tens of millions/year). Says need to find answers to how this happened & Canada will be part of that process.
Re: meat packing plants in Alberta. Should Cdns be worried about security of food supply chain? What's govt doing?

PM says heard from beef producers that priority is ensuring domestic supply b4 exporting. No shortage expected but prices likely to rise. Need to keep ppl safe.
Q: further support coming for oil industry?

A: PM says focus from start been on helping Canadians, families workers. Put in place measures for all industries incl. oil (i.e. CERB, wage subsidy). Open to working more to help specific industries. Will continue discussions.

What encouraging signs are we seeing?

PM says looking at curves and #'s on spread of COVID-19, there's a reduction in #'s of new cases. Smaller increases everyday. Hope this means measures are working & producing right impact.

But need to continue w/ existing measures.
Q: How to ensure wage subsidy money doesn't go to biz w/ $ in tax havens?

A: PM says focus behind CERB & wage subsidy was on helping workers regardless of where they work. Always working to fight against tax avoidance/cheating. Taking strong measures to crack down & penalize.
PM asked again, can he ensure wage subsidy dollars will not go to companies w/ $ in tax haven countries?

Says govt focused on helping workers who need help right now so they can pay for groceries, rent. That is viewpoint they took with wage subsidy.
Re: tax evasion. Will continue fighting this. Invested more than $1B in CRA to increase tools available to them to fine companies who aren't contributing their fair share.
