Just released in pre-print: Mapping Study on Business & Human Rights in the Data Economy by @bhrwettstein @digitalethics & me @DIMR_Berlin @IWEHSG. How should #HumanRightsDueDiligence be adapted to digital business practice? #bizhumanrights @HSGStGallen https://www.institut-fuer-menschenrechte.de/fileadmin/user_upload/Publikationen/ANALYSE/Business_and_Human_Rights_in_the_Data_Economy.pdf
3 key recommendations
(1) Business needs a life cycle approach to capture emerging & systemic HR problems to identify, address & eradicate systematic distortions. No “Data universalism” but context-specific, robust HRDD processes that keep companies’ local embeddedness in mind.
(2) Civil society may need to develop new methods to hold companies accountable for “digital” human rights violations. This point is closely connected to the public policy debate on the state duty to protect human rights, including digital rights.
(3) Policymakers should take digital rights into account in policy proposals on HRDD & revisit if existing protection can cover emerging digital issues, e.g. #NAPWiMr. Legislators should strengthen digital rights & strategically connect them to other legislative debates on HRDD
This is an explorative study for the #bizhumanrights community & beyond. A strong emphasis lies on the dynamic interlinkages between human rights issues in a data ecosystem, in particular addressing systemic bias in data models and establishing genuine stakeholder engagement.
