Root level reforms mean we must understand that everything is connected and everything is problematic. The executive has problems; the legislature has problems, the judiciary has problems; the civil service has problems.

All of these problems are here because we insist on continuing with a model of public administration designed by Lord Lugard and perfected by the military: a command, resource gathering, revenue sharing system that is not designed for governance in the modern world.

We need to re-examine our political system and its accountability structures. This means a renewed constitutional framework that transforms the structure of existing society and a new legal system that prioritises the civil, political, social, and economic rights of citizens.
