I'm new to Twitter. Mostly I joined to correct the narrative about NHS procurement. People saying that it's not the fault of the Govt that NHS procurement has failed to supply vital PPE.

Well, it is the fault of Govt.

In April 2018, the Govt formed Supply Chain Coordination Limited (SCCL). The DHSC invested £13m issuing new shares in the company.

The 100% shareholder is listed as The Secretary of State for Health and Social Care. That does not mean Matt Hancock personally, just the SoS.
SCCL was established to "manage the future operation model of the NHS supply chain". The "sourcing, delivery and supply of healthcare products".
This centralised procurement management into a single body, removing control from individual Trusts.

SCCL "took over the NHS supply chain" from 1 April 2019.

This company tendered for and won 47 "framework" agreements and novated 5,000 existing contracts from the public sector.
SCCL was appointed to the role by Matt Hancock soon after his appointment as Secretary of State:

Melinda Johnson, Commercial Director at Department of Health and Social Care is an (unpaid) non-executive director of SCCL.

The DHSC Commercial Director is responsible for procurement.
A related point, procurement and supply chains are complex. Changing a model is difficult.

Do the problems we now see result from turning the supply chain upside down just 12 months ago?
It is clear to me that:

- the Govt is responsible for procurement, not the Trusts.
- this is another example of the gradual privatisation of the NHS.
