Wala pa dyan clinical trials, regulatory at administrative costs, consumables... infra pa lang
Vaccine development is a medium- to long-term investment. It needs to be supported not just by health policy but by financing, engineering, agriculture, and regulatory frameworks. Just dropping 10M to get a vaccine will not cut it. Given human resource is here, show me the money.
Context: In the 90s, RITM was producing rabies equine immunoglobulin and vaccines. It was discontinued for some reason. Now we are importing prefilled syringes and vials from China, India, and elsewhere.
Matagal nang may vaccine self-sufficiency initiative ang DoH. Pero di makatawid sa congress for funding. Sinubukan sa PPP pero di naprioritize. Mas ginusto ng mga decision-makers na mag-import na lang kasi wala daw volume.
Some EPI vaccines that we could have been making domestically:
1) Rabies
2) BCG
3)Tetanus
4) Measles
5) IPV.

Other vaccines worth considering for local manufacturing:
1) Pneumococcal
2) Hemophilus influenza B
3) MMR
4) DPT.
Vaccine development needs coordination of the local pharma, academe, and the regulatory authority (FDA). If we see disease pandemics in the future, invest the 10 M in UP-NIH to lead the epitope identification. Pero kulang pa yan at wala yang immediate yield.
Give tax incentives to local pharma investing in R&D of vaccines for local manufacture. Rationalize (i.e. RADICALLY IMPROVE) the competence of the regulatory agency to GUIDE (read: facilitate, NOT impede) development of safe and effective vaccines.
This entails GMP for biologics, adverse event monitoring in coordination with Uppsala, yellow and blue letters for health professionals, COLD CHAIN INTEGRITY ASSESSMENT.
Kakayanin ng Pilipinas na gumawa ng sapat na dami ng mabisa at ligtas bakuna para matugunan ang pambansang pangangailangan sa pamamaraang malinaw. Pero di yan nadadaan sa ‘I will give 10M to anyone who makes a vaccine vs SARS-CoV2’. Parang inihian mo lang din ang virus.
