In April 2018, Supply Chain Coordination Limited (SCCL) was established to 'manage the future operating model of the NHS supply chain'.

Matt Hancock, then SoS for Digital, Culture, Media and Sport subscribed for 13m shares at £1 each, making him sole shareholder of the company.
Three months later, Matt Hancock was appointed SoS for Health and Social Care.

In its first year of operation, SCCL, reported revenues of £19m. A remarkable achievement for a startup. All revenues were from the NHS and govt:
As an aside, the income statement was engineered so that the company avoided paying any tax, with administration expenses exactly equal to revenues:
Appointed to the Board of Directors of SCCL, as a non-executive director, is Melinda Johnson. Ms Johnson's day job is Commercial Director of the Department for Health and Social Care.

The SoS and Commercial Director appear to be responsible in government AND in the private sector for the procurement of PPE within the NHS.

SCCL was paid £18m by the NHS Business Services Authority to manage the "sourcing, delivery and supply of healthcare products"
So, don't let anyone tell you this isn't Matt Hancock's fault.

I'm left wondering if changing / outsourcing management of the NHS supply chain is managed may be having an impact on how well it is working.
