4/ Also on page 6, Mueller writes: "On July 31, 2016, based on foreign government reporting, the FBI opened an investigation".

5/ On page 89, Mueller writes: "The foreign government conveyed this information to the U.S. government on July 26, 2016".

6/ On page 93, after mentioning Papadopoulos' interactions with the Greek foreign minister, Mueller writes: "a different foreign government informed the FBI that".

7/ That's at least five times that Mueller twisted facts to serve his and the FBI's narrative. The info would've been far less consequential if he'd told the truth, that Downer, acting as a private person, took it upon himself to tell someone at the US embassy about Papadopoulos.
8/ Is it possible Mueller didn't know the truth? No. Aside from sharing the fact that Downer went rogue, Turnbull also shared the fact that, when the FBI showed up, the Australian government was reluctant to let Downer talk to them. So the FBI knew Downer had acted on his own.
9/ To underline the significance of Downer going rouge versus using normal FVEY channels, here's an excerpt from a May 31, 2018 piece by @kimstrassel, reporting that because Downer by-passed Australian intelligence, he made the info "prey to political manipulation."
10/ Lastly, an Oct 3, 2019 article in The New Daily, suggests that Australian intelligence (ASIO) did assess what Papadopoulos had told Downer and thought that it was baloney. Bottom line: Downer shouldn't have gone rogue and Mueller shouldn't have lied about Downer going rogue.
