But ... overall, restaurants and accommodations accounted for less than 9% of the $350B loaned through PPP. Average loan size was less than $200k. To say that restaurant chains somehow "drained" the fund is a complete and utter fallacy.

That said, some big franchisees of big chains likely are getting large amounts of funds through PPP. And many could theoretically get a LOT under the program. But again, average loan size suggests the bulk of it is going to small companies, not big ones.
If you think of the industries that probably will be hurt the most by this (retailers, hotels, restaurants), they together have received less than 19% of the funds dispersed. Source:

Basically, the federal government took a big pile of cash, throw it in the middle of the field and told tens of thousands of companies to come and get it. What did they think would happen? Big companies were given priority by many lenders that wanted to keep their business.
