Whitmer says Michigan has capacity for about 11K/day but currently performing only about half of those, because supplies (reagents, swabs) are in short supply.

Says state is trying to find more, hoping for help from federal government.
Whitmer cites data from Google, Facebook showing Michigan among top states for reducing social contact. But warns of a second spike, notes new cases outside the southeast.
