It's remarkable how much people get off on rage clicks over Harvard and Ruth's Chris and don't really care about why CARES gave them $ or conditions of how it must be used. At some level I get the cynicism, but man, every program is about getting $ to workers/students/families.
Re: Harvard, here's a taste of the other higher ed institutions who recieved CARES allocations according to the same formula. This isn't something you seek out, it's DOE pushing relief to students through their respective schools--elite or otherwise. https://www2.ed.gov/about/offices/list/ope/allocationsforsection18004a1ofcaresact.pdf
It's the flip side of the argument over means testing. Is the goal to get $ to everybody fast, or do you have to go out of your way to make sure it doesn't land in the hands of somebody who might make for a bad story? Except this these funds pass through to those who do need it.
