It& #39;s remarkable how much people get off on rage clicks over Harvard and Ruth& #39;s Chris and don& #39;t really care about why CARES gave them $ or conditions of how it must be used. At some level I get the cynicism, but man, every program is about getting $ to workers/students/families.

It& #39;s the flip side of the argument over means testing. Is the goal to get $ to everybody fast, or do you have to go out of your way to make sure it doesn& #39;t land in the hands of somebody who might make for a bad story? Except this these funds pass through to those who do need it.
