Final follow up. Got a call 45 minutes ago from a recently retired senior enlisted member of the WH Communications Office who pulled some strings for me. They state no such phone call between Trump and Duterte occurred in the time frame Malacanang Palace states

The last final word: The call took place according to the US Embassy. I was wrong. For once, I’m glad to be wrong and I hope this means the US and Philippines are mending our fences. China isn’t doing enough and y’all could use some help right now
