in a small bowl mix 1/2 cup of milk, cornstarch, and rose water; make sure there are no lumps
in a saucepan pour remaining 2.5 cups milk and sugar and stir while bringing to a boil (med/high heat)
bring down to low heat once bubbles start to break the surface

stir to combine and mixture will thicken as activated by heat
pour into ramekins/moulds and allow to set in fridge for at least 3 hours
