No, the state pays maintenance costs in both standard council & long term leasing.

ELS is relatively new, had little uptake & more costly than standard long term lease as property owner maintains landlord function. Most long term leases involve Council taking on landlord role (at times via AHB or MC) which is why monthly lease charge is well below market rent.
