Snake alpha shifter Katsuki who has been at war with for years against the mongoose and the avians for years. A fight on two fronts is taxing on any nation.
His mother the reigning snake queen proposes an unorthodox and frankly insane idea to offer a cease fire to their problems (at least until they can get rid of one of their enemies).

The offer is simple, marry the omega prince of the avian shifters.
Katsuki felt the hood on his cobra half form flair in agitation as he stared at his mother, his queen until his 20th birthday in 6 months when he would finally take the throne.

"You want me to marry a damn sparrow?"

She huffed tail rattling in her own annoyance at his tone.
"Your studies have thought you better than this son." His father hissed, his own hood clenched close to his head. The brown haired man patted at his wife's hand to calm her down.

"Fine. Hawks and Falcons. You want me to marry our fucking enemy to make peace?"
"I want you to make a signal sacrifice for the good of your people. Marry the damn bird, rule them, learn from them and use their army to crush our enemies." She yells slamming her tail down on the ground.

Katsuki couldn't stop the way his fangs dropped, flashing venom.
"Fine! I'll sacrifice for my people. But I won't mate him. I'll fuck him, lock him into a room so that his heats are protected if I want to but there will be no matting. No hell spawn of a bastard child from our union."

The queen shrugged eyebrow raised in challenge.
"As long as you don't start another war before this throne is yours I don't care. "

"There has to be another option! Izuku has barely presented, he hasn't even has his first falcon dance and you're selling him away to monsters who will poison us for sport!" Inko shouted tears in her eyes arguing with the council that looked back coldly.
"Deku would never have been king alone." A council man barked flashing his own gold eyes at the prince who lowered his head in shame.

He knew the disappoint was strong among the nobles. He wasn't a Hawk and he for sure wasn't an Eagle, both the only lines allowed to rule alone.
"What about the eagle nation?" She tried to argue leaning forward across the table that separated the queen regent from her noble council.

Feathers moved up and down the line, beaks snapped, and clawed feet's raked across the door wood of the floor. The silence an answer.
"You argue for the safety of your child but ignore the plight of your own people. I refuse to see my clam die for yours."

"Now Lady Branwen-"

"No! She deserves to hear the truth. King Endeavor is not All Might he has no mercy for us. A small sacrifice with your son for us all."
Inko sat back in her chair, green feathers falling back down from their raised position. Izuku refused to raise his head but could see the way his mother's hands shimmered for a second into talons underneath the table.

"Fine. A small price for the a greater good. "
Two pairs of green and red eyes clashed across the oakwood table, the scent of rain on the wind doing nothing to simmer the tension that runs through both sides.

The serpent queen and prince look at the mulish frown and quivering lips of the avian royalty.

No one is happy here.
"It's funny isn't it," Queen Bakugou musses forked tongue flickering out to taste the air and scent the subtle emotions that oozed out hidden beneath the rigid mask the hawk queen and falcon prince gave off. "Who could have guessed that our winning weapons were our sons."
Queen Inko bit at her lips, the slight dance of magic across her clasped hands seen only in the corner of her son’s eyes. A wobbly tight-lipped smile was returned. “Two queens to end out war when two kings began the bloodshed. An accomplishment for sure.+
What a small sacrifice, our sons for our kingdoms.” she replied a soft shrug of her stiff shoulders as if she was alright with the way life had turned their plight around.

Queen Bakugou bobbed her head smirk hidden as she brought out the papers to lay between the two parties.
She did not look over a single word, the contract already reviewed and modified by both parties until this moment here. All that remained was the signing of the binding words that would stop their war and unite two kingdoms. She flickered her tongue out once more, the flavor of
anger strong in the air especially from the other Queen who held the shimmer of tears (anger, sadness, frustration?) in her eyes. Crimson eyes barely flickered to the side attending council that hovered behind her far enough to give the illusion of privacy but close enough to
hear every single word. There was little reason for conversation, but she was perversely amused. The council that lead the war for the year while their queen suffered bleeding from an assassination, a future heir battled for life, and she lost her closest friend and brother.
She didn’t care for the falcon but there in those eyes she recognized a fire that would spit blood into the face of an executioner.

“Did you have any remaining requests before we signed and sealed the deal?” she hissed loud enough for the other royals only.
Queen Inko frowned slightly, barely a squint of her eyes but a stronger tilt of her head to the side, those emerald green eyes tracking her.

“A last request, to be added to the contract?” She sounded suspicious, good. What proper queen would accept. Mitsuki had heard many
things about the ruler; weak, crybaby, unfit, hatched egg cuddling falcon. But she had never heard that she was a fool. Lacking a backbone which she must have passed to the bowing boy, but fool she was not.
“Yes. I have the pen so no one will stop me from writing the words in. Of course you may review it.”

Mitsuki ignored the deep breath her son released beside her, eyes meeting her fellow ruler.

"Well are you willing to make a final request? Think of this as their wedding gift"
Avian eyes expanded wide, black circles of a void that dared any to stare back, took in the half rattle and cobra Queen. There was no sign of extra claws, wings, or beak yet Mitsuki knew that the Queen would have snapped hers if she dared.

"No harm shall come to my son, -
“- Izuku Midoriya for as long as this treaty remains valid.” Her chubby hand slashed through the air, drawing the eyes to their discussion. “You, your son, your court and family and every person who would ever call you queen or he, king, can hurt my son. -
Not a soul in your nation may harm my son, by command, accident, or happenstance.”

“Queen Inko how dare you add to the contract!” A councilor shouted stepping closer.

“How fucking dare you interrupt a royal discussion you damn featherbrain piece of shit.” The cobra prince-
hissed half rising from his seat, fangs flashing in threat.
“Fucking hell. Sit down Katsuki. And you, do you think you have any right to tell a queen what she can do? Do you think you can tell me what I can do?”

“I-your majesty-”

“Hah? Speak the hell up you coward.” Katsuki -
yelled ignoring the sharp look from his mother.

“I apologize!”

The quick smirk stretched across his face as he leaned back in his seat.

Mitsuki sighed eyes rolling up to the sky before looking back to the still heated queen.
“A curious request. What about your country? What about your own life?”

The queen laughed a humorless chuckle, the icy cold mask the avian were known for slipping on. “A small sacrifice for the greater good. The kingdom for my son. My son before the kingdom. -
My blood above the land.”

“Why aren’t you a selfish queen.” Prince Katsuki commented, a single eyebrow lifted in consideration. What was a queen without her kingdom?
Frozen green eyes barely glanced at him in dismissal before looking back at the queen.
“I would rather die knowing my one treasure is safe. Do you agree to the terms?”

“Sure. I’ll write it down and we can shake-“
“Magic.” Izuku interrupted, shaking fingers gripping his mother’s sleeve in a sure grip. “A shake can be broken. Tie it to their magic.”

“WHAT!?”
“My life for your magic.” He whispered in replied.

The alpha prince roared, fist slamming on the ground. “My magic!? You will threaten my ability to shift. My right to my throne?” His hood opened around his head scales sliding down his exposed arms, eyes transforming into slits
