the idea came up at work today: federal government has restrictions with the (tech) work it can do with state and local governments, and state and local governments don't have a lot of money or tech staff. what if there were a non-profit/consortium that offered shared services?
gets around the constraints of trying to hire people as civil servants (slow, often Byzantine processes) and eases things like procurement restrictions since it's on the outside, but if it's not for-profit it may also get around having to bid on contracts like a company would.
I don't actually know the rules around the latter so don't quote me on that
