the idea came up at work today: federal government has restrictions with the (tech) work it can do with state and local governments, and state and local governments don& #39;t have a lot of money or tech staff. what if there were a non-profit/consortium that offered shared services?
gets around the constraints of trying to hire people as civil servants (slow, often Byzantine processes) and eases things like procurement restrictions since it& #39;s on the outside, but if it& #39;s not for-profit it may also get around having to bid on contracts like a company would.
I don& #39;t actually know the rules around the latter so don& #39;t quote me on that
