1) Soon restrictions on high-density public gatherings will be lifted practically if not technically, and this will open floodgates that are already being overrun by people and businesses stretching the definitions of "essential" and "social distancing"
2) "Encouraging" businesses, especially those with low-wage employees, to act responsibly according to their own ethics will have little to no effect on behavior. People will be forced back to work, creating a sense of normalcy, and infections will explode again. Markets rebound.
3) The gamble has three parts: First, lack of public patience + desire for normalcy lead to acceptance/denial of 2nd outbreak. Second, spin, bs and Trump cult can be leveraged against accountability for more death. Third, that the worst of it won't come until after the election.
