Person 1/Millian’s “historical contact” with “Russian intelligence service officers” in one case almost certainly refers to *Yury Zaytsev*, who he met or worked with in 2011, participating in US-Russian cultural exchanges
Zaytsev headed the Russian Cultural Center in DC as it’s Director until 2014, organizing the US-Russian cultural exchanges Person 1/Millian participated in

The Russian Cultural Center is operated by Rossotrudnichestvo, an arm of the Russian Foreign Ministry, and organizes those cultural exchanges Millian/Zaytsev participated in/organized
Zaytsev’s replacement as Director at the Russian Center, Oleg Zhiganov, was also accused of being a clandestine Russian intelligence service officer & expelled by the Trump administration in April 2018
Rossotrudnichestvo was also named in the Steele dossier as the organization providing “cover” for Cohen’s trip to Prague to “pay off” DNC hackers

The “person named in [Steele’s] reporting” about Michael Cohen’s Prague trip who denied the claims is likely to be Oleg Solodukhin, who was named in the dossier as operating “under Rossotrudnichestvo cover” (he was Deputy Director of the Russian Embassy in Prague)
Soloduhkin’s denial about meeting Cohen in Prague was “assessed” as “truthful” in reports given to the Crossfire Hurricane team (probably by an overseas intelligence service), and the Cohen claims overall were assessed as “part of a Russian disinformation campaign” (see FN350)
