Japan state of emergency, week two. Where are we?

This is the scenario Abe said he wants to prevent - 80,000 cases in Tokyo in a month. To do that, he said Japan needs to cut interactions by 70-80%. We looked at some available data to see the progress

With the caveat that remote work is still limited and residential neighborhoods still crowded, numbers from rail companies show the footfall of people passing through ticket gates in major stations in the emergency zones is massively down from a year ago.
And even using April 7, the day before the state of emergency went into effect, as a baseline, the concentration of people in Tokyo's hubs has definitely dropped - though less than 40% in some areas including Shinagawa.
