Republicans should familiarize themselves with a little case called NLRB v. Noel Canning, which was a *unanimous* loss for the Obama administration, when they tried to get cute about whether Congress was in session.
Also, there& #39;s something hilariously silly about threatening to adjourn Congress because Congress isn& #39;t working fast enough.

(1) The Democrats won& #39;t vote on a bill for desperately-needed COVID-19 relief for small business.

or

(2) The Democrats are holding up business in Congress, therefore I declare there will be NO business in Congress.
