This was a bottom up response from the beginning. No one wanted for gov't to tell them to stop going out to restaurants, travel, or wear masks. It will be a bottom up response to the precarity imposed on them by gov't lockdowns too. Gov'ts will follow, not lead.

We had a small window to do this right. Hemorrhage money, keep people at home and on payroll. But the process stalled, millions are unemployed, and food banks are over stressed. There's blame to go around, but that's immaterial now. People will look for work where it's available.
