The difference between Whitmer and DeWine of Ohio is pretty clear.

Compare that to Ohio.

DeWine is doing daily conferences, with his health experts, and explaining exactly why he is doing what he is doing. And, he is outright apologizing to people when things don't go right.
This REALLY MATTERS.

Cuomo in NY has done the same thing, and it has paid major dividends.

The public is willing to give leaders the benefit of the doubt, but leaders must act in conjunction with the public, not as someone dictating rules without conversation.
I bet the exact same policies, if Whitmer had used scientific experts to explain the rationale, would have been accepted better (not universally, but better). Her failure do that has degraded the public trust in SOME quarters (lets us note her ratings are still pretty high).
