Any contact tracing app requires that works with Bluetooth supplements, doesn't replace, human-led contact tracing. Such apps don't by themselves record location and environment data, for example. So you need people to gather and use the information in human-led interviews
At the beginning of the outbreak in Jan., the UK was focussed on contact tracing. Up until mid-March PHE had traced some 3,500 people in total.

As context, Singapore, which has deployed a similar app, has the capacity to trace up to 4,000 contacts each day.
The UK dropped aggressive contact tracing when it shifted from the containment phase of tackling the virus.

Contact tracing capacity will have to be ramped up significantly for the app to be effective. Testing targets will have to be hit, and any app would need mass adoption
