Why did everyone on Fisher Island get access to antibody tests? @UMiamiHealth is giving conflicting information.

That& #39;s not quite what @UMiamiHealth told the New York Times. For that story, they said they considered the fact that Fisher Island had one of Miami-Dade& #39;s first cases, and that it has an older population with a lot of snowbirds.
But they gave residents an entirely different explanation.

I& #39;m not quite sure which explanation to believe, or maybe it& #39;s a combination, but @UMiamiHealth should be more clear with the public about who they& #39;re willing to provide tests for.
