Why did everyone on Fisher Island get access to antibody tests? @UMiamiHealth is giving conflicting information.

After an island rep said it was part of UM research, UM's rep told me that wasn't true: "This is just Fisher Island has purchased the tests for themselves." https://twitter.com/aaron_leib/status/1249804088633700358
That's not quite what @UMiamiHealth told the New York Times. For that story, they said they considered the fact that Fisher Island had one of Miami-Dade's first cases, and that it has an older population with a lot of snowbirds.
But they gave residents an entirely different explanation.

In a 4/7 letter (I found after story ran), UM said it wanted to test everyone on the island "to monitor how spread occurs in a nearly contained environment, unlike anywhere else in the world." https://mailchi.mp/57b9fc5fcc6b/testing-update-from-uhealth-april-7-2020
That sounds research-related to me.

I'm not quite sure which explanation to believe, or maybe it's a combination, but @UMiamiHealth should be more clear with the public about who they're willing to provide tests for.
