When you can get a requirement built using 2 or more features provided by Salesforce.

How do you decide which one to use?

I go with the release version. Higher the version more chances are there I would use it.

Salesforce usually provides interesting features and then keep iterating them.

Just because they have provided the new tag/variant they cannot ditch the old variant.

Hence you will see multiple options to built a requirement.
