#Brexit transition: withdrawal deal does not say *who* (UK/EU) must request an extension. What it does specify is *how* they come to an agreement - through the joint committee (JC). So why not let the JC discuss & then *jointly* endorse extension at high-level conference in June?
Avoids one side having to request it/being blamed for it - and ensures that extension only goes ahead if both sides are happy.
